Used valcan engineering in Basildon (burnt mills trading estate) for powder coating before ,car parts,steel BMX frames but never tried an alloy frame!, orangebikes powder coat their bikes & offer a colour changing service!

Had mine done at powdercoatingessex.com at the blinking owl on the a127, really pleased with the results, plus they'll custom mix any colour if you dont want a standard RAL colour

Greg. Powder coating van have fades between colours And paint effects like pearl. Flake,mica etc and its not baked that hot. It's set like normal wet paint.
